Grant Assistance for Grass-roots Human Security Projects (GGP)  

 

WHAT IS GRANT ASSISTANCE FOR GRASSROOT HUMAN SECURITY PROJECTS (GGP) ?

 

GGP is a non- refundable financial assistance scheme provided by the Government of Japan to meet the diverse needs of developing countries. In Kenya the scheme was implemented in 1989. Since then GGP has acquired an excellent reputation for providing flexible and timely support to community development projects at the grassroots level. The projects supported under this scheme are mainly initiated by the communities to build small infrastructures in key sectors as Primary Education, Health, Water and Sanitation.

 

OBJECTIVES

 

The GGP provides financial assistance to non-profit development-oriented organization so as to implement community development projects beneficial to the people at the grassroots level.

 

WHICH ORGANIZATION IS ELIGIBLE?

 

Any type of non-profit organization implementing a sound and sustainable development project and has in-depth knowledge of the social-economic conditions of the target community. 

 

Potential recipients include:

 

-International or Local NGOs

-Community Based Organization s (e.g. self-help groups, women groups, youth groups )

-Local Government Authorities

-Medical Institutions (e.g. Health centre, Hospitals, VCT centre)

-Educational institution (e.g. primary schools, vocational training centers) committees

-Other nonprofit associations

 

PREFERED PROJECTS  

 

As long as the development project is geared to grass-roots assistance, it is eligible for financing under the GGP. However, the following areas account for the majority of the projects approved.

-primary health care

-primary education

-water and sanitation

-vocational training

-population and HIV Aids

 

The GGP scheme may finance:

 

physical structures e.g. Refurbishment of educational facilities, construction and renovation of medical facilities (e.g. VCT centers ,hospitals) Construction of water supply facilities(including tanks, pipes and fitting, small community dams) .

  1. Supply of equipments (e.g. purchase of school furniture, supply of medical equipment for a dispensary, health centers and VCT) .

Items NOT considered for support

  • The operational/administrative cost of the project
  • Consumables, medicine, disposable equipment
  • Land purchase, rent, school fees, travel expenses, reporting cost, or staff salaries.
  • Running and maintenance costs of the facilities and equipment

 

To be supported the following must be examined:

 

-Credibility of applicant organization

-Accountability of the applicant organization

-Project management skills by the applicant organization

-Community contribution towards the project

-Sustainability of the project by the community

 

AVAILABLE FUNDS

 

GGP funds are provided to the recipient organization after an examination and evaluation of each application by the Japanese Government on a n annual project-by-project basis. The grant amount per project generally does not exceed US$ 8 0,000. The Embassy of Japan reserves the right to ask the applicant to refund the money allocated in case of misuse.

 

How to apply

 

If your organization satisfies the conditions described above and you want to receive GGP funds to implement a development project, you should submit an application form to the Embassy of Japan in Nairobi. The Embassy will inform the applicants on whether to write a proposal by sending a Guide to proposal writing as soon as possible. The proposal must be accompanied by a detailed budget for the project, a map showing the project site, a feasibility study for the project, estimates for the goods and services that will be purchased by the grant(from three different suppliers) , a copy of the regulations, and annual budget of your organization.

Application process

 

Is your planned project qualified for GGP funds? Then,

  1. Submit an application form and filled questionnaire to the Embassy of Japan

(The Embassy’s address: Mara Road, Upper Hill, Nairobi, P.O.Box 60202-00200)

  1. Receive Guidelines for proposal writing and follow the instructions
  2. Arrange a site visit which will be implemented by the Embassy Staff
  3. Wait for a final approval by the Ministry of Foreign Affairs of Japan
  4. Sign a grant contract with the Embassy Of Japan

 

The above only happens if your project is selected.

 

A project should be implemented within one year, starting from the date of signing a grant contract and ending by submitting a final report to the Embassy. Follow up period is five years after signing the Grant Contract. It should be supported by relevant national/local authorities and its ownership Must be exercised by members of the local community.

 

The conditions described above are applicable to RWANDA & BURUNDI .
