Exchange Notes signing on the Economic and Social Development Programme for Somalia

On 21st November 2019 in Mogadishu, Somalia, H.E. Ambassador HORIE Ryoichi and H.E. Amb. Ahmed Isse Awad, Minister of Foreign Affairs and International Cooperation of the Republic of Somalia signed and exchanged documents on the Economic and Social Development Programme (Equipment procurement for digital mapping of Mogadishu and Banadir Region and provision of capacity building training for maintenance of the digital mapping system. (The grant amount is 500 million JPY (approximately 4.6 million USD)).
In Somalia, domestic economic and social infrastructure has been devastated and industrial development has been hampered by the effects of long-term unstable security situations. The number of internally displaced persons (IDPs) reached 2.6 million as of May 2019 (IOM). In the capital city of Mogadishu, due to the expansion of IDP camps and residential areas for non-regular migrants, rapid population growth and unplanned urbanization is progressing. Under these circumstances, demand for basic urban services and public infrastructure is increasing in Mogadishu to improve the quality of life for citizens. Consequently, the development of land use policies and urban master plans and the development of urban infrastructure are urgent issues.
This programme provides equipment for creating digital topographic maps in the capital city of Mogadishu and surrounding areas, topographic maps as a product and capacity building for updating the mapping to enable the municipality to establish the relevant Master Plan. The Government of Japan contributes to the improvement of urban infrastructure, social stability and economic growth with increased efficiency of urban development and land management.
